Crane Lift Plan Software: What a Lift Plan Must Contain and How to Stop Rebuilding It Every Time

Crane lift plan software is the layer that turns lift planning from a document somebody rebuilds every Tuesday into a record that lives with the job. Most crane companies do not have it. They have a Word template on a shared drive, a printed copy in a truck, and a lift director who fills in the same crane, the same customer, and the same jobsite for the fourth time this month because nothing carries forward.

That is a productivity problem on a good week. On a bad week it is an evidence problem. When something goes sideways on a pick, the first question from the insurer, the general contractor, and the compliance officer is the same: show me the plan. If the plan is a file named final_v3_REAL.docx and the version that went to the field is a photocopy in a glovebox, you do not have an answer. You have a story.

This post covers what the standards actually require, what belongs in a crane lift plan field by field, why crane lift plan software beats a template, and how to roll it out without your operators quietly going back to paper.

What OSHA actually requires in a lift plan

Here is the part that surprises owners: OSHA 1926 Subpart CC does not require a written lift plan for every pick. There is no general rule that says a routine 40-ton set on a commercial job needs a signed document before the hook leaves the ground. That absence is why lift planning discipline varies so wildly from company to company.

Where OSHA does require planning, it says so directly. The clearest case is a multiple-crane lift. Under 29 CFR 1926.1432, before beginning an operation in which more than one crane will be supporting the load, the operation must be planned. The regulation adds three specifics. The plan must be developed by a qualified person. The plan must be designed to ensure the requirements of Subpart CC are met. And where the qualified person determines engineering expertise is needed, the employer must ensure it is provided.

OSHA also tells you who runs the lift and what happens before it starts. The multiple-crane lift must be directed by a person who meets the criteria for both a competent person and a qualified person, or by a competent person assisted by one or more qualified persons, which is the lift director. That lift director must review the plan in a meeting with all workers involved in the operation. The plan is not a filing requirement. It is a briefing requirement.

Separately, 1926.1417 requires that the procedures applicable to operating the equipment, including rated capacities, recommended operating speeds, special hazard warnings, instructions, and the operator manual, be readily available in the cab at all times for the operator. Per OSHA guidance in the Cranes and Derricks in Construction FAQ, either electronic or hard copies are allowed. There is a catch worth knowing before you go paperless in the cab: if the operating procedures are provided electronically and the electronics fail, the operator must stop operations until the load chart information is available in the cab again.

So the honest read on OSHA is this. The rule requires a planned operation with a named qualified person for multi-crane work, requires the chart to be in the cab, and requires the crew to be briefed. It does not hand you a lift plan form. That is where ASME comes in.

What ASME P30.1 adds that OSHA leaves open

ASME publishes P30.1, Planning for Load Handling Activities, which is the standard written specifically to fill this gap. P30.1 establishes planning considerations and practices for load handling equipment and the activities around it, and it splits planning guidance into two categories based on the nature of the activity and the degree of exposure to the issues that affect safety.

Those two categories are the Standard Lift Plan and the Critical Lift Plan. That split is the single most useful idea in the whole subject, because it kills the argument crews have been having for twenty years. Not every pick needs a twelve-page engineered document. Some picks need a short structured record. Some picks need the full treatment with engineering review. The standard gives you a defensible way to draw that line, and once your company writes down where the line sits, planning stops being a judgment call made at 6 AM by whoever is closest to the printer.

P30.1 is a consensus standard, not a federal regulation, so it does not carry a citation number the way 1926.1432 does. It carries something else. It is what a plaintiff attorney and an expert witness will hold your paperwork up against when they argue what a reasonable crane company should have done. Meeting a recognized industry standard is cheap. Explaining why you ignored one is not.

What belongs in a crane lift plan, field by field

Strip away the formatting arguments and a working crane lift plan answers six questions. Every field below exists to answer one of them.

What are we picking? Load description, verified load weight and the source of that weight, rigging weight, block and ball weight, jib weight if the jib is erected, and total gross load. The single most common error in real lift plans is a load weight somebody remembered instead of a load weight somebody documented. Write down where the number came from.

What are we picking it with? Crane make, model, and unit number, counterweight configuration, boom length and jib configuration, on outriggers or on rubber, and outrigger extension. Configuration is not a detail. It is the whole load chart.

From where to where? Pick radius, set radius, maximum radius during the swing, lift height, and swing arc. The controlling number is almost never the pick. It is the worst radius anywhere in the arc.

What does the chart say? Rated capacity at the controlling radius and configuration, the deduction stack, net capacity, and the resulting percentage of chart. If your company has a threshold at which a pick becomes critical, this is the field that trips it.

What is in the way? Power lines and clearance distance, adjacent structures, ground conditions and supporting surface, underground utilities and vaults, swing radius barricading, and wind limits for the day. Ground and power lines account for a disproportionate share of the industry worst outcomes, which is why outrigger setup and ground conditions deserve their own section rather than a checkbox.

Who is doing what? Named operator with certification status, lift director, qualified rigger, signal person, and the communication method. Names, not roles. A plan that says signal person without a name has not actually assigned anybody.

Everything else on a typical template is either a repeat of one of these six or a company-specific addition. If a field on your form does not answer one of the six, ask why the crew is filling it in.

Why crane lift plan software beats a Word template

The template is not wrong. It is just isolated. Everything on that form already exists somewhere else in your business, and the template makes your crew retype all of it.

Consider what a lift plan needs and where it lives today. Crane configuration and load chart data live with the machine. Operator certification status lives in a certification file or a binder. Rigger and signal person qualification records live somewhere else entirely, which is a problem most companies have not solved. Customer, jobsite address, and scope live in the job record. Inspection status for that crane lives in the inspection log. A template pulls from none of it, so the lift director becomes a human integration layer between five systems, at 6 AM, on a phone.

Crane lift plan software changes three things that matter.

It carries data forward. Pick the crane and the configuration and chart data comes with it. Assign the operator and the certification status comes with it, including whether that card is expiring inside the job window. Attach the plan to a job and the customer, address, and scope populate themselves. The lift director job goes back to being the judgment work, which is the only part a person needs to do.

It enforces the threshold. If your company rule says a pick above a set percentage of chart, or any multi-crane pick, or any pick over an occupied structure, becomes a critical lift, software can apply that rule every time instead of when somebody remembers. A plan that will not submit without an engineering review attached is worth more than a policy nobody reads.

It produces a record instead of a file. Version, timestamp, author, approver, who was in the pre-lift briefing, and what changed between revisions. When the general contractor asks for the plan eleven months later, the answer is a link, not an archaeology project. This is the same reason inspection documentation belongs in a system rather than a folder.

What to look for in crane lift plan software

Most tools marketed to construction were not built for crane work, so the evaluation is short if you know what to test.

Ask whether it holds crane configuration properly. If the software treats a crane as a single asset with one capacity number instead of a machine whose capacity changes with counterweight, boom length, and outrigger extension, it will produce plans that look fine and mean nothing.

Ask whether it connects to your people records. A lift plan that names an operator without checking whether that operator certification is current has skipped the one automated check with real value.

Ask whether it works with no signal. Jobsites lose coverage. If the plan cannot be viewed or a revision cannot be captured offline and synced later, the crew will print it, and once they print it you are back to a glovebox.

Ask what happens to the plan after the lift. The plan should attach to the job record alongside the field ticket, the inspection, and the photos, because that bundle is what actually resolves a dispute. If the plan lands in a separate document silo, you have bought a nicer template.

Ask whether the standard lift path is genuinely fast. If a routine pick takes as long to plan as a critical one, crews will route around the system, and a system crews route around produces worse records than the paper it replaced.

How to roll it out without losing your operators

Start with the picks that already get a plan. Do not begin by requiring plans on jobs that never had them. Take the multi-crane work and the tall-percentage-of-chart work you already document, move exactly that into the system, and let the crew see it come out faster than the Word file did.

Write your critical lift threshold down before you configure anything. If the definition lives in the owner head, the software cannot enforce it and neither can a new hire. One page, specific numbers, signed and dated.

Let the lift director own the form, not the office. Anybody who has run picks knows a plan written by somebody who has never stood under a load reads like a plan written by somebody who has never stood under a load. Operators can tell in ten seconds, and that judgment decides whether the rollout works.

Then expand one tier at a time. Standard plans on everything is a fine destination and a terrible starting point.

Frequently asked questions

Does OSHA require a written lift plan for every crane pick?

No. OSHA 1926 Subpart CC does not impose a blanket written lift plan requirement for routine picks. It does require that a multiple-crane operation be planned by a qualified person before it begins, that the lift be directed by a lift director meeting both competent person and qualified person criteria, and that the lift director review the plan in a meeting with everyone involved, under 1926.1432. Many general contractors and owners impose stricter written plan requirements by contract, which is usually what drives the practice on a given jobsite.

What is the difference between a standard lift plan and a critical lift plan?

ASME P30.1 divides planning into two categories based on the nature of the load handling activity and the degree of exposure to safety issues. A Standard Lift Plan covers routine work with a shorter structured record. Who is qualified to write a crane lift plan?

For multiple-crane operations, OSHA requires the plan be developed by a qualified person, and requires the employer to provide engineering expertise where the qualified person determines it is needed. A qualified person under Subpart CC is someone who by possession of a recognized degree, certificate, professional standing, or extensive knowledge, training, and experience has successfully demonstrated the ability to solve problems relating to the work. In practice most companies assign lift planning to a lift director, a senior operator, or a rigging engineer, and route critical lifts to an engineer.

How long should we keep completed lift plans?

OSHA does not set a universal retention period for lift plans the way it does for certain inspection records. Contracts, insurers, and state statutes of limitation usually drive the answer, and those horizons run years past the job. The practical guidance is to keep the plan attached to the job record for as long as you keep the job record, which is why storing plans inside job history rather than a document folder saves real trouble later.

A crane lift plan is not paperwork. It is the moment where somebody thinks the pick all the way through before the load leaves the ground, and then proves it happened. The document is just the receipt. Everything wrong with lift planning at most crane companies is a receipt problem: the thinking happens, and then it evaporates into a Word file nobody can find.
